Hartford High School Trike Race
On Wednesday, June 17, at 1 PM, the Hartford High School Tech. Education class will be test-racing their “tadpole trikes”. A tadpole trike is a roadworthy, 189-gear, 3-wheel bicycle with two wheels located at the back and one in the front.
Under the direction of teacher Mr. Randy Dickson the students built five bikes from recycled scrap metal, old cafeteria chair seats, and parts from approximately 40 bikes (10 of which came from the Hartford Police Department). Approximately 85% of each bike is built from recycled parts. This year they purchased the wheels, rollers, hubs and tie rods, and their goal for the future is to build these trikes from 100% recycled parts.
“There is a lot of engineering and science involved in building these trikes”, says Dixon, “and many aspects of their designs are as complex as cars.” The design of the trikes was based on a trike Dickson himself owns, yet he admits, “We won't know how well these trikes are going to perform until we test drive them. The devil is in the details.”

Underage Drinking: What every Hartford parent should know
-
Read more...
Parents are Liable for the Actions of their Child
Parents have the duty to control and supervise their children, up to the age 18. If they fail in that duty and if their child’s behavior results in injuries to someone else, the parents can be sued. In Vermont, this can include letting your child drive your car knowing or having reason to believe that they have been or will be drinking.
Hosting Parties:
If your children host a party where drinking takes place, parents may be held responsible:
- If someone dies from drinking too much
- Gets into a fight and hurts someone (or themselves)
- Falls and hurts themselves or someone else
- Sexually assaults or molests someone
- Damages property
- Injures or kills someone while driving after they leave a party
Something to Think About:
As graduation approaches at your high school, has your daughter or son suggested a party? Perhaps the gathering would be at your home or camp and would provide or permit alcoholic beverages for those teens wishing to drink. The kids will leave their keys with you or another adult – no one is supposed to drive after drinking. Seems like you should agree to the party? Think again! Even if you are on your own property or in your own home you can be imprisoned 2 years, or fined $2,000 or both if you sell or furnish any beer, wine or liquor to a person under 21 years or age. Likewise, if you provide a place for minors to consume alcohol, you are subject to the same penalties as direct furnishing. To make matters worse, if any party-goer under 16 who has consumed alcohol at the party breaks State law you may be convicted of contributing to the delinquency of a minor, if the State can prove that you condoned or encouraged the misconduct. The minor faces a $600.00 fine or 30-day term or both for possessing the alcoholic beverage – you face up to one-year imprisonment, or a $100 fine or both for contributing. If the party gets out of control and someone drinks too much and dies, under a recent Vermont Supreme Court decision you may be prosecuted for involuntary manslaughter.

Traffic Flow Test on Streets Around Middle/High School Campus
-
Read more...
Dear parents, students, and staff,
On May 15, a test will begin that will examine the impact on local traffic patterns of a closure of Hanover St. where it enters the high school parking lot. (See letter below from the Town Manager.) High school faculty and students should also be aware that barriers will be placed at the end of the Tenny House driveway where it enters the high school parking lot. Tenny House property is not to be used for access to the high school at any time.
Thank you for your attention to this matter.
Donald A. LaPlante, Ed.D.

Hartford School District

Letter from the Hartford Town Manager--
Dear Neighbor:
Late in 2007, the Town sponsored a neighborhood meeting with residents of the properties adjacent to the Hartford Middle/High School campus. The purpose of the meeting was to hear and to try to address your concerns relating to traffic going to or from the schools, e.g. volume, improper operation, noise, etc.
It was a wonderful meeting that resulted in a virtually unanimous consensus that the Town would pursue road closings on both Hanover Street at the entrance to the High School parking lot and at the top of Cascadnac. The objective of these closings would be to redirect traffic out of the adjoining neighborhoods and through the primary entrance to the School campus on Rte 5.
At the end of our meeting, we proposed conducting a “test” of the proposed road closings to determine what, if any, unintended consequences might develop. It was clear that these tests would not be meaningful until such time that the State completed its work on Rte 5 – Tafts Flat. That work included the reconstruction of the intersection/entrance to the Schools on Rte 5 and Highland Ave. The installation of a new “jug handle” and demand controlled traffic lights are an essential element of effectively managing the increased traffic that will result from the proposed segregation of the adjoining neighborhoods.
Unfortunately, the State’s work on completing Rte 5/Tafts Flat has not progressed as scheduled. Construction related difficulties have delayed the final phases of the work suggesting that the area will be busy with the final phases of construction. It is also expected that the State will be completing its work on the new traffic lights at Rte 5 intersections with Rte 14 and Highland Ave. that are expected to be able to handle the traffic that might ultimately be displaced from the Cascadnac and Hanover Street approaches to the Schools. This is particularly true for traffic approaching the Schools from the south that will travel through both of the yet to be completed intersections on Rte 5.
So, given that the ongoing reconstruction of Rte 5 appears to be confounding our original intent, we will be attempting a modified test of the proposed traffic pattern modification. Beginning on May 15, 2009, and at the request of the Town, the School District will temporarily close the Hanover Street access to their campus. Notice of this closing will be posted at each of the Rte 5 access points to the adjoining neighborhood. This access will remain closed through June 1st, 2009. The results of this activity will be evaluated and permanent changes in this aspect of the traffic patterns in the area considered for summer/fall of this year. We intend to conduct a follow up meeting with area residents later this year.
Testing of traffic pattern changes for Cascadnac will be considered as soon as the construction on Rte 5 including traffic controls, are completed later this summer/fall. We will be sending a notice similar to this one to affected property owners.
We believe that this more incremental approach to addressing the neighborhoods concerns will be effective and regret that circumstances are not allowing for a more timely implementation of this project.
Should you have any questions about this project, the schedule, etc., please feel free to contact me directly. Until then, thank you for your consideration and patience.
Sincerely yours,
Hunter F. Rieseberg
Town Manager
